can you keep algae eaters and betas in the same tank ?

Yes...
You can have a Betta and Algae eaters in the same tank.
They won't fight.
The only thing is
Algae eaters (Plecos or Oto cats) breath water,
so you need a filter or an air pump.
Bettas breath air, so they do not need a filter or an air pump....
Bettas don't mind a filter...but they don't require it.
If you want an algae eater in a bowl with no filter,
get a snail,
they don't need as much oxygen as fish do.
