We have a male and female swordtail. For the last couple weeks I've noticed that he follows her and pokes his nose into her belly area from behind. He's constant and she has taken to hiding under our rock tunnel to get some peace.

Is this normal, perhaps breeding behaviour as we haven't seen it before and never saw it with our platys who have had babies. OR is this him just being aggressive?

yes
it wants to breed

I suggest you get extra female swordtails (will have here early next week)
and/or
get a net breeder (in stock now)
to put the bad guy in jail for awhile

We have a breeder net, but it has 3 babies in it now. I'm not sure we have room for more females. We have 2 swordtails, 1 platy (on the big side), rummy, bulldog pleco, the fatest cory ive ever seen and 3 baby platys. in a 10 gal.

Perhaps I should move him to our other "male" tank. We had to move our male Platy in there because he was just to aggressive chasing all of the fish constantly. We have found in the new tank he is still aggressive with the Guppies and Neons, he's just a thug and we may look to rehome him - lol.

you are certainly NOT overcrowded

most fish prefer to be in a good size group of their own

corys should be in 3's or more
livebearers should be in 4's or more

a 10 gallon tank should easily hold 12-24 small fish such as yours
