Without seeing the fish or a picture of them I am assuming "the ick getting worse" is actually the ick getting better... what happens is the ick is literally attched to the fish so when it comes off it leaves an actual tear or rip in the fish's skin so sometimes the "ick getting worse...

Want to add 9 Congo Tetras I have in my 180 but I'm not sure if they can handle 80 degrees
80 is fine....don't go way above 80 for anything you mentioned

I prefer aquaclear to whisper
but either is fine

I don't suspect the brand of filter
as far as the cloudiness goes...
it's just new tank syndrome

change some water
&
seed the tank with some beneficial bacteria from an established filter

do not clean the filter pads for at least 5 weeks

That's not very bright for a 90 gallon tank...
but if you want less algae you could turn
the light back to 5 hours on
instead of 10 hours

if you want you can bring back the big chromis
adding more chromis might work also

You could try catching the mean green chromis and seperating him or just bring him back. the brown diatom algae is normal and harmless in a new tank... you probably need more snails... other algae eating critters include sand sifting stars sea cucumbers algae blennys bullet gobys other gobys like wa...
